Open eligibility for historic horse racing to five new applicants

Summary:

Makes various changes to the state laws on charitable gaming, particularly historic horse racing. Notably, this bill opens historical horse racing eligibility to five more organizations that applied for a charitable gaming license in 2023. The bill also prohibits the sale or transfer of a historical horse racing license, and extends a moratorium on new historic horse racing licenses.

The Senate amended the bill to also require that 7 to 10 game dates each year benefit the town or city where the game operator employer is located. However, this would only apply if there are no other charities interested in benefiting from gaming on those dates.
