Position on Issues

Candidate's Website, 2021

"The 2nd Amendment has been under siege by those who wish to reduce our rights to carry a firearm and protect ourselves, our families, and our property. I do not support additional gun control legislation and will oppose attempts to reduce our Constitutional rights. I support passing national reciprocity for conceal carry permits, which would allow gun owners to exercise their rights when crossing state lines. I always have and always will stand for the right to keep and bear arms."

Candidate's Website, 2018

"The recent tax cut and reform of the code was a good start, but there is so much more work to do to reduce the tax burden on families and small businesses in the modern economy. We can start by making the changes permanent and not sunsetting, which will instill more confidence in the market for long-term investors. We must work to create a much flatter and fairer tax code that simplifies the way we pay taxes. As the owner of a small business here in New Hampshire, I have the perspective necessary to construct a code that will take our economy to new heights of success and prosperity."

"An important step in draining the swamp is to enact term limits, which is why I signed the U.S. Term Limits pledge!"

Candidate's Website, 2022

"Critical Race Theory is creeping from the faculty lounges into the classrooms, indoctrinating an entire generation of students in a divisive ideology that creates more friction than healing. We cannot allow our schools to serve as a network for the spread of a toxic ideology that instills in impressionable minds a cultural self-loathing and racial resentment."

What was the best decision made by the Executive Council in the past two years?

"Approving a contract for the redevelopment of the rest areas at Exit 11 on route 93 in Hooksett."

Union Leader Voter Guide, 2012

"One of the most important functions of the Council is to approve or reject the Governor's appointments to executive positions. Along with this authority comes an obligation to conduct a proper vetting of candidates for suitability. The taxpayers count on the Governor and Council to make wise and informed choices. There is no question a successful candidate should have the requisite technical expertise for the job. The character of the person chosen to lead departments should be beyond reproach."

Americans for Prosperity Taxpayer Pledge, 2014

"I pledge to you that, if elected to serve the people, I will work tirelessly to: 1. Cut Taxes and Fees and Oppose any Tax Increase"

WMUR, 2022

"We must stop the reckless and unsustainable spending. Corporate welfare, bailouts, stimulus packages, and omnibus spending bills are examples of methods the DC Swamp has used to give our money away and further devalue our currency."

Should the federal government combat inflation by capping price increases by large businesses?

Candidate's Facebook Page, 2018

On his Facebook page, Robert Burns posted: "The safety and security of our nation and our borders will be the highest of my priorities in Congress. I agree with the President when he said that 'The United States will not be a migrant camp and it will not be a refugee holding facility.' I believe we are a generous and welcoming country that has welcomed over 3 million refugees in my lifetime. The decades of refusal of Congress and past Presidents to act on border security and immigration has caused a crisis situation on our southern border."

Should the federal government combat inflation by decreasing tariffs on imports from foreign countries?

What do you think of the dollar limit on the size of state contracts that must be reviewed by the Executive Council?

"The $10,000 limit is appropriate."

Should the federal government eliminate qualified immunity, which generally shields law enforcement officers from lawsuits?

Candidate's Website, 2018

"I do not support additional gun control legislation and will oppose attempts to reduce our Constitutional rights. We should work towards passing national reciprocity for conceal carry permits, which would allow gun owners to exercise their rights when crossing state lines. I have always and will continue to stand for the right to keep and bear arms."

Do you support an expanded child tax credit that sends monthly payments to middle and low income families?

Candidate's Website, 2018

"I am pro-life and I believe that life begins at conception. In Congress, I will support the sanctity of human life."

Candidate's Website, 2022

"I am pro-life and believe that Roe v. Wade should be overturned. Advancements in medical science have made late-term abortions even more offensive and odious. Modern contraception has made the demand for abortion drop and I would continue to support access to it. I would support fetal heartbeat legislation in Congress, and would work to ensure that adoption is supported. Throughout my involvement in politics, I have worked for great pro-life candidates including Mike Huckabee and Newt Gingrich."

Citizens Count Issue Survey, 2014

What is your position on accepting federal grant money related to the online health insurance exchange?

"The Executive Council should have rejected any money related to the Affordable Care Act."

Candidate's Website, 2018

"I support a national decriminalization of marijuana, which will help keep the focus on the spread of fentanyl and improper use of Suboxone."

Other, 2022

At a candidate debate in August Burns said, "I am the only pro-life candidate up here. I will absolutely vote for a fetal heartbeat bill, and I will put into our constitution, instead of codifying Roe v. Wade, I think we should codify life."

Candidate's Facebook Page, 2018

"The topic of Trump came up only a few times during the free-ranging discussion, with Burns offering perhaps the most ardent support for the president of any candidate on the stage. Citing his experience as National Youth Coalition chairman for Trump's 2016 campaign, Burns said his top priority if elected to Congress would be to serve as a dependable ally for the White House. 'We have Republicans who don't all support him and try to move him away from his agenda,' Burns said. 'I'd like to be elected to support his agenda.'"

Citizens Count Issue Survey, 2014

When approving a state purchase or contract, which is most important?

"I think all factors are important"

WMUR, 2022

"We cannot allow green energy companies to continue to grift off the taxpayers. Proposals like the so-called Green New Deal would waste trillions of dollars on ineffective methods and woke environmental policies. The Green New Deal would do nothing to improve our environment and only raise our already astronomical gas prices to upwards of $15 a gallon. We have to expand drilling inside the United States and build additional nuclear power plants to become energy independent. One such example is already happening in Wyoming where a private company is constructing a mini-nuclear reactor which will provide a great amount of electricity with unprecedented effectiveness. We as Americans should be good stewards of our land and natural resources, not give endless dollars to green energy boondoggles."

WMUR, 2022

"We're going to get back to work on the Keystone XL pipeline. And again, not an instant solution, but these were things that should never been taken off the table two years ago."

Candidate's Website, 2018

"The 2nd Amendment has been under siege by those who wish to reduce our rights to carry a firearm and protect ourselves, our families, and our property. Incumbent member of Congress, Ann Kuster, went as far as staging a sit-in on the House floor to signal her disdain for our 2nd Amendment rights. I do not support additional gun control legislation and will oppose attempts to reduce our Constitutional rights. We should work towards passing national reciprocity for conceal carry permits, which would allow gun owners to exercise their rights when crossing state lines. I have always and will continue to stand for the right to keep and bear arms."

Other, 2022

"I will always strive to find ways to reduce taxes and regulation on businesses. As the owner of a small business, I am acutely aware of the painful burden that high taxes can impose on entrepreneurs and business owners."

Do you support the option of mail-in ballots for all voters, not just absentees?

Other, 2022

In an August debate Burns said, "Cannabis is a schedule I narcotic, which means that it's illegal in every state and and it's illegal to use for medicinal purposes. There is no decriminalization or legalization on a federal level at the moment. I would de-schedule cannabis and then allow states to decide. From a personal point of view, I like the way Maine and Vermont's done it. I don't like the commercialization and putting it in a state liquor I think is ludicrous, sends the wrong message, and is all sorts of problematic."

Should the federal government amend the Affordable Care Act/"Obamacare" by automatically enrolling every citizen in Medicare, replacing most private insurance?

Other, 2022

At a NHPR debate, When asked to identify an issue where he breaks with his party, Burns answered, "Medicare for All. I want to start off by doing preventative health care. You know, I think it should cost something. Like $5. But I want to stop using women's health as a political football for abortion and Planned Parenthood. ... I actually do believe that I want to work towards this Medicare for All. I think I'm the only Republican who's ever said it. Besides the political football I think everybody has a right to basic health care. But I want to go there slowly, because the federal government does do things terribly sometimes, and a lot of people in D.C. get rich, and I want to make sure that doesn't happen."

Candidate's Website, 2018

"It is critical that we secure our borders and stand for the rule of law. Instead of spending billions of dollars securing the borders of other countries, we should invest those resources into securing our own borders. I support a physical barrier spanning the southern border, and the use of modern technology to monitor areas where our border guards might not be able to patrol in person. My understanding of technology will give me the perspective necessary to recommend the right methods to digitally monitor and detect illegal entries. Drones, cameras, censors, artificial intelligence, and manpower working together with a physical barrier will lead to safety and security for the American people."

Other, 2022

When asked about aid to Ukraine in a NH Journal debate, Burns said, "Not with the money and unfettered, unregulated amounts of cash that we have no idea where it's going. That's problematic. I'm not against food aid. I don't believe in getting involved in this war. We can sell them weapons, we can sell them NATO weapons, I have no issue with that. And then obviously the lobbyists in D.C. that work for the defense companies have no issue with that either. But I do like getting a new stock in there. Although there is one big problem, and the missile that we're sending over, like the Javelins, we actually don't have the material to continue to build them, because of course there's supply chain issues, and the electronics are coming from mostly Taiwan. So that's also an issue for our national defense.

Candidate's Website, 2018

"The opioid addiction crisis has taken the lives of hundreds of New Hampshire resident and is a multi-faceted problem that will take many steps to solve. Many of the drugs coming into the country include synthetic opioids (fentanyl); from China through the mail and across Mexican border. We also must address the availability and illegal sales of Suboxone, which has unfortunately turned into a gateway drug for some in our state. I support a national decriminalization of marijuana, which will help keep the focus on the spread of fentanyl and improper use of Suboxone."

When making an appointment, how much should the Executive Council consider a nominee's political beliefs?

"A nominee's knowledge and experience are as important as his/her political beliefs."

Americans for Prosperity Taxpayer Pledge, 2014

Do you agree with the Executive Council's refusal to grant a pardon to Thomas Schoolcraft, a reformed burglar turned corrections officer?

"The Executive Council should have pardoned Schoolcraft."

WMUR, 2022

"The federal government should never have control over our elections and the only role they should play is to prosecute federal voting crimes, such as voting in multiple states. States should pass stringent photo-ID laws and ensure that a ballot is only give to the correct, legal person."

Other, 2022

...3. Pass a Right to Work Law in New Hampshire"

What is your opinion on the state providing some funding for Planned Parenthood?

"The Executive Council should not have approved the contract with Planned Parenthood."

WMUR, 2022

"The government should not be in the game of lending money to students and saddling them with hundreds of thousands of dollars of debt for decades to come. In many cases, the degree they earn with the loaned money will not produce enough of a return on investment to even keep up with the interest payments on the debt. I support the promotion of technical and vocational schools as an alternative to costly traditional colleges and universities that often leave graduates unprepared for our rapidly changing job market. Before teenagers agree to take out hundreds of thousands of dollars of loans and go into decades of debt, they must first be properly educated in financial literacy. Our schools have failed miserably in properly teaching the longterm consequences of racking up massive debt, both personally and as a nation."
