Revise penalties under Shoreland Protection Act

Summary:

Revises the penalties of the Shoreland Protection Act, so that there is not a chance for "a good faith effort at remediation and restoration" after damaging a public waterway.

The Senate amended the bill so that someone who violates the Shoreland Protection Act has one year to restore the site before there are penalties.
