Revise law on parental rights and responsibilities related to homeschooling, child's preferences, etc.

Summary:

States that, "The fact that a parent sends his or her child to a home school shall not be the sole factor that a court considers in determining parental rights and responsibilities for such child." The bill also establishes a presumption that equal parenting time is in the best interests of the child unless the court can prove otherwise. This bill also gives both parents access to a child's records unless a parenting plan or court order provides otherwise. Lastly, this bill revises the state law that allows a court to give "substantial weight" to a child's preference when determining parental rights and responsibilities. This bill would limit that to children at least fourteen years old and changes the child's "preference" to "input."

The House completely rewrote the bill to instead define "shared parenting" and establish a presumption that shared parenting is in the best interests of the child.
