Allow some pickled foods from homestead food operations

Rewrites the law governing homestead food operations. Generally speaking, this bill makes it easier for homestead food operations and removes license requirements.
The House rewrote the bill. The new bill only removes "processed acidified" food from the definition of potentially hazardous food. According to the House Environment and Agriculture Committee, this will "allow certain types of high acid processed foods, like pickled vegetables, relishes and salsa, to be produced and sold by homestead food producers."
