Change process for complaint of teacher discrimination, allow teachers to sue for false accusations

Summary:

Requires complaints for teaching discrimination first be made to a local school board, then appealed to the state board of education. This removes the Attorney General, the Human Rights Commission, and the courts from the process. The bill also allows teachers and other school employees falsely accused of discrimination to sue an individual or the state.
