Summary:

Requires drivers and passengers to use seat belts. Breaking the law would lead to a $50 fine for a driver and a $25 fine per passenger. However, this would be a "secondary offense," meaning a police officer could only fine someone for a seat belt violation after pulling the vehicle over for a different reason.
