Limit rental application fees

Summary:
Limits rental application fees to $35 or the cost of conducting a criminal background check on the applicant, whichever is less. Any other fee must be refundable and cannot exceed $250.
The House amended the bill so that a landlord must return any amount beyond the actual cost of the background check and other administrative costs to an applicant if the landlord does not rent to the applicant. There are no dollar amount limits.
