Summary:

Requires a law enforcement officer to inform a person of their right to refuse a consensual search before conducting such a search. 

The Senate amended the bill to add many provisions of another bill, SB 134.

First, the Senate amendment rewrites the law making it a violation or misdemeanor to shine a laser pointer at vehicles, aircraft, etc.

Second, the Senate amendment revises the law governing notarial acts, primarily to accommodate electronic actions.

The Senate amendment then adopts the Uniform Real Property Electronic Recording Act, adds a law relative to structured settlement protection, and establishes the New Hampshire collaborative law act.

The Senate amendment then makes various changes to the laws governing wills and inheritance, for example adopting the Uniform Disclaimer of Property Interests Act. 

The Senate amendment also revises background checks for school employees and volunteers, and establishes a committee to study Department of Education oversight of criminal background checks for private schools.

The Senate amendment then sends $210,000 to the Police Standards and Training Council for mental health intervention training programs.

Lastly, the Senate amendment allows a college or university to contract with a private party to grow hemp.

A conference committee of representatives and senators failed to agree on a final version of this bill.
