The House rewrote the bill. The amended bill establishes an additional "preliminary application phase" for landfill siting. According to the House Environment and Agriculture Committee, "This helps avoid investing time and resources in a site that will ultimately be deemed unsuitable for a landfill, saving both the applicant and agency valuable resources."
