COVID-19 relief funds for "micro enterprise", other coronavirus-related measures

Summary:

This is an omnibus bill related to COVID-19.

First, this bill requires an employer to cover the cost of a COVID-19 test if the test is not medically necessary and not otherwise covered by the employee's health insurance plan. The Senate removed this part of the bill.

Second, this bill establishes "the COVID-19 micro enterprise relief fund" for one-time grants to entities with 5 or fewer employees.  The Senate amended the bill to include entities with 10 or fewer employees.

Third, this bill provides for an independent audit of the COVID-19 situation in long-term care and nursing homes in New Hampshire, including a needs assessment.

Lastly, this bill directs the Council on the Arts to provide support and promotion of New Hampshire's live performance industry.  As amended by the Senate, the bill establishes a "Save Our Granite Stages Fund" to provide grants to both non-profit and for-profit live venues that did not receive a grant from the federal Shuttered Venue Operators (SVO) program.
