Put various COVID-19 emergency orders in law

Summary:

Places many of Gov. Sununu's executive orders related to COVID-19 into state law. In particular, this bill:

  • Establishes the position of temporary health partner
  • Authorizes emergency licensing of medical providers
  • Authorizes COVID-19 testing and vaccination by pharmacists and pharmacy technicians
  • Permits out-of-state pharmacies providing investigational drugs to clinical trial participants in New Hampshire to be temporarily licensed as mail-order pharmacies
  • Protects the pre-existing, non-conforming use status of summer camps that were unable to operate during the summer of 2020 and/or 2021 due to COVID-19

The Senate amended the bill to also temporarily expand outdoor restaurant dining.

The Senate amendment also removed many other provisions of the original bill, particularly related to the authorization of remote/hybrid learning.
