Clarify some agritourism and farm stand laws

Summary:

Defines "significant expansion" in the law protecting farms and agritourism from burdensome regulations. This bill also clarifies that a local government can require a farm stand to provide a statement from a certified public accountant that at least 35% of the sales over the past 3 years came from products produced on the farm of the owners of the farm stand. Local officials could request this statement every three years.
