Summary:
Establishes the solid waste reduction management fund to support the state's solid waste reduction management program and help municipalities pay for waste management, including recycling. To support the fund, each landfill, incinerator, or waste-to-energy facility in New Hampshire is required to pay a quarterly surcharge of $1.50 per ton of solid waste disposed of at such facility.
