Summary:

Changes languages in the law governing the renewable energy fund, so money in the fund is "continually appropriated to the public utilities commission" as opposed to only "nonlapsing."

According to the House Science, Technology and Energy Committee, "This bill allows the expenditure, without interruption, of funds accumulated in the renewable energy fund. Since 2017, these expenditures were often delayed for administrative purposes by the transition from one fiscal year to the next. As amended by the committee, the funds can be spent from one year to the next without interruption unless there is no budget due to a veto or a failure to pass a budget. Then, approval by the fiscal committee will be required."

The House also amended the bill to add hydrogen derived from water as a permissible fuel to qualify for renewable energy credits under the renewable portfolio standard.

The House and Senate did not agree on a final version of the bill.
