"I would need to know more about specific proposals. While not a zoning program, the NH Housing Champions program provided financial incentives to help towns develop infrastructure for new housing. This was a bipartisan program, signed by Gov. Sununu. I believe that over 40% of the new housing starts can be attributed to participation in the program. This program was cancelled by the current legislature. I believe this is good example of how the state can encourage towns without forcing them."
