Do you support the “Education Freedom Account” program, which gives students access to the per-pupil share of state school funding to spend on private school or home school expenses?

"This program takes state revenues from every taxpayer and gives it to those that do not like public education. Windham has one of the highest ranked school districts in the state, attracting smart, high-salaried families to the town. Taking money away from public education will ruin that reputation, resulting in an exodus of these people. Property values will go down, and Windham will lose its tax base and reputation. I am against the EFA."

Should New Hampshire’s anti-discrimination law allow segregation based on biological sex in some settings, such as bathrooms and locker rooms?

"It's stupid. If there was ever an isolated incident, deal with it on a case by case basis within that local community. Anti-discrimination laws are for just that, anti-discrimination, not to turn around and say it is OK to discriminate on an X, Y, or Z basis."

"I have spoken about this in several Letters to the Editor in our local paper. Women do not want abortions. How does a woman get pregnant? Lack of education, or coercion. Sex offenders and pedophiles. For me, it is a woman's choice, in concert with her doctor or provider, full stop. You want laws? Pass some that stop powerful men from coercing young women."

"I support a graduated business tax such as are used in 14 other states already. It would be lower for small local businesses, and higher for large out-of-state corporations. It is a fact that 5% of filers pay 80% of the tax, so these large corporations will create more income to support essential state programs."

Should the state do more to encourage municipalities to remove zoning barriers to housing development?

"Local control all the way on this one. Each community is different; different needs, different budgets, different land use requirements. Read my lips. Local control!"

Should New Hampshire do more to encourage the development of nuclear power, including small modular reactors (SMR), in the state?

"Old nuclear systems were indeed unsafe in many respects. But, newer technology has improved substantially. Nuclear needs to be a part of our future needs, a need that prioritizes not being held hostage by international fossil fuels systems. There is no doubt that oil and gas brought us as a society into the 21st century. But, their downside both environmentally and politically is self-evident in the consequences of the Iran War. We need to be smart, and move on. If we leave this tech sector to the Chinese and Europeans, the US will be left with a declining and polluting energy system."

Do you support legislation to expand the net energy metering system capacity cap from 1 MW to 5 MW for all residential and commercial customers in New Hampshire?

"Definitely for anything that moves the economy from a fossil fuels-based system to a green system. Electric utilities can work with the state to determine a fair way to support the grid, but the option for customers to increase their own production needs to be available."

Should New Hampshire restore funding for the Office of the Child Advocate?

"Here is what the OCA does. Do you have a child? Think about it. Provides Independent Oversight: Monitors state agencies like the Division for Children, Youth and Families (DCYF) and juvenile facilities to ensure accountability and transparency. Investigates Complaints: Looks into reports of abuse, neglect, or poor treatment within state systems, residential facilities, and youth centers. Responds to Inquiries: Takes confidential calls and concerns from children, families, foster parents, and community professionals about the welfare system. Advocates for Reform: Evaluates systemic problems and publishes annual reports highlighting safety gaps, institutional care concerns, and needed practice changes."

Do you support New Hampshire’s current system of public school funding, with about two-thirds of total funding coming from local property taxes?

"It's not that simple. Property taxes pay the bulk of local funding in most states, although NH is near the top in this regard. Property tax relief can only come from state support. Increased revenue from large corporation taxes can help, but so can placing limits on the Education Freedom Program, which today benefits the wealthiest who chose to pull their kids out of public education."

Should New Hampshire legalize the recreational use of marijuana by allowing home-growing and private use without sales?

"In my view this drug is less dangerous than alcohol. Recreational use should be permitted, and there is no reason why it could not be taxed at the state level through licenses and state stores. My argument goes further. Current illicit use places normal law-abiding people in a position of dealing with potentially unsavory dealers who could lead the young into the use of other life-threatening drugs. By legalizing cannabis, you take away this contact point. And, that is a good thing."

Should New Hampshire require new voters to provide proof of U.S. citizenship, such as a birth certificate or passport, when registering to vote?

"The current law in NH includes affidavits from other qualified voters that support citizenship. It's enough and does not require further restriction. Here is the current law from the state's own website, for those who question this. U.S. birth certificate, U.S. passport/passport card, naturalization papers, other proof of citizenship issued by the United States Department of State, or other reasonable documentation which indicates the applicant is a United States citizen. Your citizenship may also be shown with proof that you were previously or are currently registered to vote in New Hampshire. Your citizenship may also be proven by completing a qualified voter affidavit attesting, subject to the penalties for voter fraud, that you are a United States citizen but do not possess some or all of the documents necessary to prove your citizenship."

Should New Hampshire allow at least 10% of students in each school district to enroll in a different public school, regardless of where they live?

"Tricky question. Open enrollment would benefit large school districts that face declining school population, but would hurt less prosperous towns nearby, as they would pay for students leaving their local schools. At present Windham does not face a declining school population, so it does not require an open enrollment program. If the district does face this problem in the future, then some targeted open enrollment would make sense."

Should state law cap how much local school districts can increase their budget each year?

"With Inflation above the 2.0% Fed target now for 65 months, a cap would result in effective lower money available for schools going forward. Programs would need to be cut, and the "Windham Advantage" would disappear. A cap is not in Windham's or any other towns best interest, and yet all 5 of Windham's current GOP Reps voted for this to be put on the November ballot. Bad vote. Bad policy. Bad for Windham. Local control! 'Nuff said!"

Should NH pass stricter gun control laws?

"To be clear, I am not adverse to gun ownership. However, I do not see that this segment of the population has organized itself effectively to limit the possibility of bad actors getting their hands on lethal weapons so easily. Simple regulation in regards to background checks, and limits on automatic weapons need to be implemented. I also support keeping all lethal weapons out of the hands of those who have been clinically diagnosed to either be a danger to themselves or others. A bill in that regard was defeated this year (HB1642) with all four Windham GOP Representatives who voted (1 absent) voting to defeat this common sense legislation."

Should New Hampshire government do more to address climate change?

"Wind energy should not be seen as a negative concern for our tourist industry. Our visitors come from nearby liberal states that are already supportive of renewables. As oceans rise and Bostonians move north into NH, our way of life will be impacted. Also, ski areas and maple syrup production are being affected. The brilliant reds in our fall woodlands come from these sugar maples. They do not like warm climates and will migrate north into Canada. If you love the NH environmental experience (peace, beauty, and cool weather), then supporting action to stop climate change should be a high priority."

Do you support giving voters who register without ID on Election Day a ballot that only counts if they return identifying documents to the state before a deadline?

"My concern is not so much the innocent good person who registers without an ID, but an intentional fraudster who doesn’t have the wherewithal to create false IDs before a deadline.  The language of the bill should give a lenient enough deadline such that a good actor can fulfill the requirement.  I believe a lone bad actor would simply not show up for worry about being caught with a false ID."

"Child care often costs more than the minimum wage. The funding here will permit more home care givers to pursue careers of their own choosing that will result in more income, more local spending, and an improved lifestyle for affected residents. The money spent here will come back to the various communities through this increase in economic activity."

Should NH require local law enforcement to cooperate with federal immigration enforcement?

"My concern is directed at a federal program such as might be established by Donald Trump and Stephen Miller. White America's birth rate has fallen below replacement levels, meaning there are now more deaths than births. Without immigrants America will fall victim the same plight than has affected Japan and other industrialized countries. Less people, less tax base, weaker military, weaker economy. The United States needs immigrants from all countries to enable America to retain its pre-eminent position in the world, economically and politically. The immigration system needs reform, and quickly, but not with the idea of tossing out all the non-whites. Immigrants want to work. We need to stop letting them simply pile up at our southern border. We need a better system to get them to locations where we need workers. Closing our borders honestly means closing our future as a prosperous nation."
