Should New Hampshire ban abortion after 20 weeks gestation, with exceptions for cases of rape/incest and health complications?

"The Executive Council is not in a position to set policy relating to access to safe, legal abortion. The council does, however, have the power to approve or reject gubernatorial nominees and contracts. I will only support nominees who understand that the New Hampshire State Constitution protects a woman's right to privacy in making health care decisions, including the one to access safe, legal abortion services. Additionally, I favor the contract the state has with Planned Parenthood that gives them funding for crucial health care services for women, men, and teens."

Should NH pursue expanded commuter rail?

"The Executive Council is not in a position to set policy relating to the expansion of commuter rail. The council does, however, have the power to approve or reject gubernatorial nominees and contracts. I would favor relevant nominees that understand the crucial role that expanded public or private commuter rail service could play in expanding economic opportunity for New Hampshire. I would favor contracts that accepted federal funds or expended state funds to accelerate the development of commuter rail between southern New Hampshire and Boston."

Should NH limit terms for elected officials?

"The Executive Council is not in a position to set policy relating to term limits for elected officials. It is important that the Executive Council respect its unique role in State Government and avoid seeking to set policy or undermine the authority of the Governor, Legislature and Judiciary as such is set forth in our State Constitution."

Should NH increase funding for heroin treatment programs?

"The Executive Council is not in a position to set funding levels for heroin treatment programs. The council does, however, have the power to approve or reject gubernatorial nominees and contracts. As an Executive Councilor, I will favor relevant nominees who understand the gravity of the opioid crisis and are ready to tackle it head-on. I will favor contracts that adopt innovative approaches to tackle the opioid crisis, reduce administrative barriers to delivering treatment as quickly, efficiently and effectively as possible."

Should NH add an income tax on earned income?

"The Executive Council is not in a position to set policy relating to the implementation of a broad-based sales tax. I believe that New Hampshire's low tax environment contributes significantly to its economic vitality. I believe that the best way for the Executive Council to ensure that New Hampshire maintains this environment is to make sure that the contracts it approves use precious tax dollars as efficiently and effectively as possible."

Should NH add a broad-based sales tax?

"The Executive Council is not in a position to set policy relating to a broad-based tax. I believe that New Hampshire's low tax environment contributes significantly to its economic vitality. I believe that the best way for the Executive Council to ensure that New Hampshire maintains this environment is to make sure that the contracts it approves use precious tax dollars as efficiently and effectively as possible."

Should NH legalize the recreational use of marijuana?

"The Executive Council is not in a position to set policy relating to the legalization of marijuana. The council does, however, have the power to approve or reject gubernatorial nominees and contracts. If cannabis were to be legalized by the Legislature and Governor, I would, as part of the nomination process, favor nominees for relevant positions and contracts that enabled its effective and efficient implementation, regulation, and taxation."

Was New Hampshire right to continue expanded Medicaid eligibility, using the traditional Medicaid system of managed care instead of private insurance?

"As an Executive Councilor, I would favor contracts that expand Medicaid eligibility for many reasons, especially because such contracts have been essential to securing resources critical to fighting the opioid crisis."

"The Executive Council is not in a position to set policy relating to the enforcement of federal immigration laws. The council does, however, have the power to approve or reject gubernatorial nominees and contracts. I would favor relevant nominees that respect and appreciate the fact that New Hampshire tax dollars should spend on solving problems that New Hampshire Law enforcement identify as crucial to state interests. Immigration is under the jurisdiction of the federal government, and the federal government needs to provide the funding an personnel to implement their policy priorities."

Should New Hampshire increase subsidies and tax credits for business investment?

"The Executive Council is not in a position to set policy relating to the use of subsidies and tax credits. The council does, however, have the power to approve or reject gubernatorial nominees and contracts. As part of this approval process, I would favor nominees for relevant positions who understand the importance of subsidies and tax credits as a tool in driving economic growth. If contracts relating to such subsidies or credits were to come before the Council, I would look favorably on them, especially those that drove the generation of high-quality jobs."

Is police brutality an issue in NH?

"The Executive Council is not in a position to set policy relating to the use and misuse of police authority. The council does, however, have the power to approve or reject gubernatorial nominees and contracts. As part of this approval process, I would favor nominees for relevant positions who understand the importance of transparency and trust between officers and the community they protect and serve. Also as part of this process, I would look favorably on contracts that use funds to support positive police-community relationships."

Should New Hampshire continue to participate in the Regional Greenhouse Gas Initiative, which requires utilities to purchase allowances for every ton of carbon they emit?

"As an Executive Councilor, I would favor nominees and contracts that support participation in the Regional Greenhouse Gas Initiative and a State energy strategy that encourages distributed generation from renewable sources."

Should New Hampshire maintain the renewable portfolio standard, which requires public utilities in New Hampshire to obtain a certain percentage of electricity from renewable energy sources (25% by 2025)?

"The Executive Council is not in a position to set policy relating to the use of Renewable Portfolio Standard. The council does, however, have the power to approve or reject gubernatorial nominees and contracts. I will use my role as an Executive Councilor to make sure we are hiring commissioners that believe in mitigating climate change and increasing energy independence, and that the state enters into contracts that emphasize a modern energy strategy, including energy from renewable sources."

Should New Hampshire government do more to increase the supply of affordable housing?

"The Executive Council is not in a position to set policy relating to affordable housing. The council does, however, have the power to approve or reject gubernatorial nominees and contracts. As part of the approval process, I would favor nominees that understand the importance of affordable housing in attracting and retaining workers. As part of the approval process, I would favor contracts that use Federal funds, and as available, state funds, to support the development of affordable housing."

Should NH continue to administer statewide standards-based student assessments?

"The Executive Council is not in a position to set policy relating to the use of standards-based student assessments. The council does, however, have the power to approve or reject gubernatorial nominees and contracts. As part of this process, I would favor nominees who understand that a balance must be struck between ensuring accountability and transparency in our education system and allowing teachers the ability to teach meet the needs of each individual student."

Should NH pass stricter gun control laws?

"The Executive Council is not in a position to set policy relating to gun control. The council does, however, have the power to approve or reject gubernatorial nominees and contracts. As part of the nomination process, I will ask each relevant nominee what they plan on doing to address gun violence. As part of the contract approval process, I would support the implementation of common-sense gun safety legislation, including protecting students and schools."

Should New Hampshire allocate tax revenues for private and home schooling costs?

"The Executive Council is not in a position to directly set policy relating to the allocation of tax revenues for private and home-schooling costs. The council does, however, have the power to approve or reject gubernatorial nominees and contracts. As an Executive Councilor, I would only approve Department of Education nominees who believe that public schools are essential to our success as a society and understand that redirecting public funds to private or religious schools could result in the dramatic increase of local taxes."

Should NH impose strict residency requirements on registering to vote?

"The Executive Council is not in a position to set policy relating to the use of residency requirements for voter registration. The council does, however, have the power to approve or reject gubernatorial nominees, including judges. I will favor nominees who recognize the fact that New Hampshire has had a history of very little voter fraud and appropriately weigh the risk of voter fraud against the risk of disenfranchisement when considering any law relating to the restriction of voter eligibility."
