"First, their are things the state must do and those activities must be funded accordingly. Many surrounding states have the burden of an income tax. NH lack of an income tax acts as a check on runaway spending. Even if the state collected twice as much revenue, we could find a way to spend it all and more. "In towns should be in control of local zoning to the greatest degree possible. If Windham wants to develop differently than Nashua the state should not be able to force a one size policy. However, large projects (nuclear power, airports, etc.) should have some type of state input. "My first engineering job was in a Nuclear power plant. Demand for electricity is increasing across the world and the demand does not seem to be slowing down. "I would be willing to consider this if it is proven it does not increase costs to non-participating residents. The homes without solar should not be forced to subsidize others participation in the program.
