On the Granite State Taxpayers survey, Caggiano indicated he would "oppose any income or sales tax, or any increase in the overall tax burden in New Hampshire." He also wrote, "One of the many things that attract people and businesses to NH is the reasonable tax base and no income & sales tax. That low tax base is disappearing in this state as local governments constantly and probably unnecessarily increase spending and put that on the shoulders of the local tax payers and business enterprises. Each expenditure should be scrutinized for a better way and or to determine if the spending is necessary."
