Should NH add an income tax on earned income?

"In order to relieve the current (and growing) burden on local property tax payers, a reassessment of NH's current tax structure should be undertaken. A broad-based tax on earned income would provide the state with income based on the individual's ability to pay. If reduction in property taxes accomplished through implementing a tax on earned income, I would support that."

Should NH add a broad-based sales tax?

"Property tax payers in NH have borne an unfair and ever-increasing burden for public education and a variety of state responsibilities that have been 'downshifted' from the state to municipalities. Tax structure in NH needs to be carefully examined, modified and implemented fairly, particularly with the economic impact of the current COVID pandemic. A sales tax would add to the financial burden on everyday citizens and affect the state's appeal to tourists as a shopping destination."

Should New Hampshire lower business taxes?

"Voters have told me that as business owners, NH's business taxes are unnecessarily burdensome and complicated. Paying both a Business Profits Tax and the Business Enterprise Tax can make it difficult to expand their staff and increase business. The effectiveness of current business taxes needs to clarified and adjustments made to improve fairness for NH business owners."

Should New Hampshire add a tax on capital gains?

"It is my understanding that there has been legislation discussed to tax capital gains as a source of targeting school aid, which, in turn, would help lower property taxes. We currently tax interest and dividends, which along with capital gains, are taxed at the federal level and by 41 states. The option should be carefully considered in an overall review of NH's tax structure."

Should New Hampshire raise the minimum wage?

"With no established minimum wage of its own, NH is tied to the federal minimum wage, currently $7.25/hour. According to the MIT Minimum Wage Calculator, that figure for a single person in NH with no children is $12.61. It is clear that the minimum wage must be increased."

Should New Hampshire increase the base amount of per-pupil funding it provides to local school districts?

"Though overall, NH schools stack up well nationally, there is great disparity from district to district and we need to do a better job of serving all NH children while reducing the tax burden on local property tax payers. Recommendations of the NH School Funding Commission should be carefully considered when released this fall."

Should New Hampshire provide student loan debt repayment programs for workers in industries with labor shortages?

"This is also an issue I would need to explore in greater detail. Should New Hampshire add tax incentives for affordable housing development?

"There is a real need for affordable housing in NH for families and for young professionals working to establish careers and homes in NH. Working towards ensuring that NH citizens are paid actual livable wages will address the issue on a more fundamental level, rather than providing tax benefits to developers."
