Position on Issues

Citizens Count Issue Survey, 2014

Was NH right to raise the gas tax in 2014?

Possible revenue sources: "Tolls on I-93 (Mass Border), Limited Sales Tax, LLC Tax, Gasoline Tax, Rooms and Meals Tax, Interest and Dividends Tax, Gambling Winnings Tax, Income Tax, Internet Access Tax, Tobacco Tax, Business Taxes, Raise a Variety of Fees, Alcoholic Beverage Tax, Capital gains taxes, taxes on marijuana sales (after watching the experiment in CO and WA)...any and all sources should be investigated so we understand the potential revenue raised and impact on NH citizens."

Citizens Count Issue Survey, 2018

Should New Hampshire ban abortion after 20 weeks gestation, with exceptions for cases of rape/incest and health complications?

"I oppose a ban on abortion after 20 weeks gestation, even with exceptions for cases of rape/incest and health complications."

Citizens Count Issue Survey, 2020

Should New Hampshire ban abortion after 24 weeks gestation, with exceptions for cases of rape/incest and health complications?

"I don't believe the government ought to be passing legislation regulating a woman's body and medical care. Medical decisions should be made between a woman and her doctor. It's ridiculous to think that a law could anticipate all the potential circumstances that a pregnant woman might encounter."

Citizens Count Issue Survey, 2018

Should NH pursue expanded commuter rail?

"I support expanded commuter rail."

Citizens Count Issue Survey, 2018

Should NH limit terms for elected officials?

"I don't see this as a panacea for our problems with electing good candidates. If you elect a great representative, why limit how long they can/are willing to serve? I think publicly funding elections is a much better way to get money/entrenched power out of politics"

Citizens Count Issue Survey, 2018

Should NH increase funding for heroin treatment programs?

"I support increased funding for heroin treatment programs."

Citizens Count Issue Survey, 2014

Was NH right to ban hand-held cell phone use while driving?

"Only hands free cell phone use should be permitted, as written in the new law."

Citizens Count Issue Survey, 2020

Should NH add an income tax on earned income?

"I support the idea of an income tax, but I would NOT want it to be broad-based. According to the definition, it excludes preferential treatment for certain ranges of income and deductions. I would support an income tax that only taxed earnings over a certain amount and allowed reasonable deductions for dependents. I feel an income tax would help the state properly fund public education and end the downshifting of necessary expenses to property taxes."

Citizens Count Issue Survey, 2020

Should NH add a broad-based sales tax?

"I feel this should be a last resort for raising revenue. A broad based sales tax tends to be regressive and hurt lower income people and large families. A lack of adequate revenue for state programs also hurts low and middle income families more than the wealthy. A Value Added Tax would be more appropriate."

Citizens Count Issue Survey, 2020

Should New Hampshire lower business taxes?

"In my experience with Chambers of Commerce in the Monadnock region, I've heard business leadership say that reducing taxes is not as important to them as funding our priorities. They want a healthy, educated workforce, and an end to the drug crisis, not lower taxes. I realize that the Monadnock region is particularly enlightened in this regard."

Citizens Count Issue Survey, 2020

Should New Hampshire add a tax on capital gains?

"For"

Citizens Count Issue Survey, 2014

Should NH authorize one or more casinos?

"I would support an appropriate bill which would allow casino gambling."

Citizens Count Issue Survey, 2020

Should New Hampshire increase the tax on cigarettes?

"For"

Citizens Count Issue Survey, 2014

Should NH continue to base statewide assessments on Common Core standards?

"While I support the adoption of Common Core, I think it needs to be viewed as a 'work in progress' with modifications as needed"

Citizens Count Issue Survey, 2014

Should NH decriminalize small amounts of marijuana?

"The possession of small quantities of marijuana should not be a crime."

Citizens Count Issue Survey, 2020

Should New Hampshire add restrictions to the governor's powers during a state of emergency?

"Our Governorship is already very weak. I wouldn't reduce the powers of the governor."

Citizens Count Issue Survey, 2014

Should NH broaden campaign finance disclosure laws?

"We need full disclosure of the individuals or entities financing political campaigns."

Citizens Count Issue Survey, 2020

Should New Hampshire extend the renewable portfolio standard past 2025, requiring public utilities to obtain more than 25% of electricity from renewable energy sources?

"Absolutely! Whether we write a comprehensive energy plan to get us to 100% clean electricity by 2040 or increase the RPS, New Hampshire needs to do its part to save the future for our children and grandchildren. We need a WW level of engagement to transition to a clean energy economy. An increased RPS would give renewable suppliers a reason to scale up production quickly enough to make the difference."

Citizens Count Issue Survey, 2014

Should NH provide more funding for charter schools?

"Charter schools which offer special focus on the arts or STEM have proven to be beneficial to students in other states (Boston Latin springs to mind). However, I need to study this issue in greater depth to understand the impact on our public schools. Our priority should be an outstanding education at all our public schools which is inclusive and diverse."

Citizens Count Issue Survey, 2014

Should NH increase tolls and/or add new toll booths?

Open to considering tolls on I-93 (Mass Border)

Citizens Count Issue Survey, 2020

Should New Hampshire increase public access to reports of police misconduct?

"For"

Citizens Count Issue Survey, 2020

Do you support the option of mail-in ballots for all voters, not just absentees?

"Very helpful and convenient. I usually like going to the polls, but I appreciate having the option to vote by mail, especially this year with fears of Covid."

Citizens Count Issue Survey, 2020

Should NH legalize the recreational use of marijuana?

"We all know that prohibition hasn't worked here or anywhere in the world and is usually accompanied by an increase in crime and violence. Our focus should be on treating mental health conditions (including any substance misuse) instead of punishing and criminalizing it."

Citizens Count Issue Survey, 2018

Was New Hampshire right to continue expanded Medicaid eligibility, using the traditional Medicaid system of managed care instead of private insurance?

"I support expanded Medicaid eligibility, using the traditional Medicaid system of managed care instead of private insurance."

Citizens Count Issue Survey, 2020

Should New Hampshire raise the minimum wage?

"New Hampshire workers deserve a living wage. It's unfair that corporations boost profits on underpaid employees who must then turn to social services to meet their daily needs. That makes the taxpayers of New Hampshire and charities responsible for filling the gap between the current minimum wage and a true living wage."

Citizens Count Issue Survey, 2014

Do employees in NH need more legal protections in the workplace?

"Certain areas of our employment laws need to be changed to protect employees. Discrimination against people who have faced long term unemployment make the situation worse. Financial background checks should only be used in situations where the employee will be entrusted with management of other people's money."

Citizens Count Issue Survey, 2018

Should NH do more to enforce federal immigration laws?

"I oppose increased state enforcement of federal immigration laws."

Citizens Count Issue Survey, 2014

Should NH add restrictions on welfare recipients?

Regarding drug tests for welfare recipients: "I oppose such legislation."

Citizens Count Issue Survey, 2020

Should New Hampshire increase the size of solar panel installations that may participate in net energy metering?

"Over a dozen towns in New Hampshire wrote letters to the Governor asking him NOT to veto SB 159 (increase net metering to 5 MW and limits how much electricity can be sold back to the grid to 50% of output). This is one of the most important issues for me."

Citizens Count Issue Survey, 2020

Should New Hampshire increase subsidies and tax credits for business investment?

"I support the idea of innovation and entrepreneurship. Growing businesses is a great idea."

Citizens Count Issue Survey, 2014

Should NH allow the Northern Pass to proceed with some (not all) of the lines buried?

"I would consider supporting the Northern Pass Project with appropriate modifications to the plan."

Citizens Count Issue Survey, 2020

Should New Hampshire increase the base amount of per-pupil funding it provides to local school districts?

"The towns definitely need relief. The situation we have now pits one town against another in cooperative school districts. Our kids suffer."

Citizens Count Issue Survey, 2018

Is police brutality an issue in NH?

"State government should take action to reduce police brutality in New Hampshire, for example by requiring body cameras or limiting the ability of police to acquire military equipment."

Citizens Count Issue Survey, 2020

Do you support Gov. Sununu's proposal to allow employers and employees to opt-in to a private, paid family and medical leave insurance plan, based on a pool of state employees, excluding coverage for personal illness?

"Opt-In rarely works in practice. I am very skeptical."

Citizens Count Issue Survey, 2014

Should NH continue to use property taxes instead of a new broad-based tax, such as an income tax?

Citizens Count Issue Survey, 2020

Should New Hampshire continue to participate in the Regional Greenhouse Gas Initiative, which requires utilities to purchase allowances for every ton of carbon they emit?

"Until we have a federal tax on carbon pollution, we should definitely continue our alliance with RGGI. We should be putting all the funds toward energy efficiency and helping low income families."

Citizens Count Issue Survey, 2018

Should New Hampshire maintain the renewable portfolio standard, which requires public utilities in New Hampshire to obtain a certain percentage of electricity from renewable energy sources (25% by 2025)?

"FOR, but the % of renewable assets in the portfolio should be increased"

Citizens Count Issue Survey, 2014

Should NH require car insurance for some or all drivers?

"I support legislation requiring auto insurance for all registered vehicles."

Citizens Count Issue Survey, 2014

Should NH require labels on some or all genetically modified foods?

"I support such legislation."

Citizens Count Issue Survey, 2014

Should NH pass right-to-work legislation?

"Right to Work legislation will result in lower income to the working person."

Citizens Count Issue Survey, 2020

Should New Hampshire create a road usage fee?

"A road usage fee makes more sense than a gas tax. For one thing, electric vehicles don't use gas and so don't contribute to road maintenance. A usage fee based upon the weight and class of a vehicle makes sense."

Citizens Count Issue Survey, 2018

Should New Hampshire government do more to increase the supply of affordable housing?

"New Hampshire government should do more to increase the supply of affordable housing."

Citizens Count Issue Survey, 2014

State role in economic growth

"Yes, the state should do more. In particular, the State should be doing more to support "green" jobs in the areas of renewable energy production and weatherization, and infrastructure improvement."

Citizens Count Issue Survey, 2018

Should NH continue to administer statewide standards-based student assessments?

"I support New Hampshire continuing to administer statewide standards-based student assessments."

Citizens Count Issue Survey, 2020

Should New Hampshire create a statewide family and medical leave program, paid for with a percentage of employee wages, with no opt-out?

"To me, this is an issue that particularly affects women. We need mandatory family and medical leave so that more women can pursue their career dreams without worrying that they will lose their jobs or income if a family member becomes sick."

Citizens Count Issue Survey, 2020

Should NH pass stricter gun control laws?

"I opposed the passage of 'Constitutional Carry' because it took the guard rails off whom gets to carry a concealed weapon. Prior to that laws passage, local police departments issued the permit after a background check and interview. They would know if there had been calls for domestic violence to the home or other indications that the person should not be armed. I also support 'Red Flag' laws as much for preventing suicide as homicide."

Citizens Count Issue Survey, 2020

Should New Hampshire provide student loan debt repayment programs for workers in industries with labor shortages?

"Completely support this idea. This would be a big help in supporting childcare workers, teachers and those working with people who are elderly or experience disability. We also have a nursing and mental health worker shortage."

Citizens Count Issue Survey, 2020

Should New Hampshire add tax incentives for affordable housing development?

"These houses should be built to Energy Star rating so that they are also affordable to heat, cool and operate. We have less than a 1% vacancy rate for rental housing in New Hampshire. This drives up the price of rental housing. We need to address this problem if we want to encourage young people to live in the state."

Citizens Count Issue Survey, 2020

Should New Hampshire allocate tax revenues for private and home schooling costs?

"This is a slippery slope that I don't think New Hampshire should be on. Private schools don't have to serve students who experience disabilities and usually do not. As more well off students transition to private schools, it begins to create a new kind of segregation based on income. Providing a small subsidy from the state is not enough to compensate for the fact that it will be more well off families who can even contemplate private education. I think it hurts our overall public education system and experience."

Citizens Count Issue Survey, 2018

Should NH impose strict residency requirements on registering to vote?

"New Hampshire should not impose strict residency requirements on registering to vote."

Citizens Count Issue Survey, 2014

Should NH restrict further wind power development?

"I believe we should move forward with appropriate wind power projects utilizing the present review process."
