Position on Issues

Citizens Count Issue Survey, 2026

Do you support the “Education Freedom Account” program, which gives students access to the per-pupil share of state school funding to spend on private school or home school expenses?
"Not as currently structured. New Hampshire eliminated the EFA income cap in 2025, making it universal. Families with no financial need are now drawing on the same public education dollars as everyone else. I'd support means-testing the program so it targets families who actually need help, not a subsidy for private-school tuition families were already paying. I also believe any school receiving these public dollars, public, private, or home-based, should meet the same basic accountability standards: standardized testing, financial reporting on how funds are spent, and curriculum transparency. Public money should come with public accountability, regardless of where a student is educated."

Citizens Count Issue Survey, 2026

Should New Hampshire’s anti-discrimination law allow segregation based on biological sex in some settings, such as bathrooms and locker rooms?

"Transsexual persons deserve safety and dignity, the same as cisgender folks. Enforcement of this would be impractical and dehumanizing. If people have privacy concerns, there are other ways to address them. People should be able to use the restroom without being hassled."

Citizens Count Issue Survey, 2026

Should New Hampshire ban abortions during the first trimester (e.g. after 6 weeks gestation)?

"Women should be trusted to make their own reproductive healthcare decisions with their doctor and family. The state shouldn’t be making these private medical decisions for them."

Citizens Count Issue Survey, 2026

Should New Hampshire ban abortions during the second trimester (e.g. after 15 weeks gestation)?
"Women should be trusted to make their own reproductive healthcare decisions with their doctor and family. The state shouldn’t be making these private medical decisions for them."

Citizens Count Issue Survey, 2026

Should NH add an income tax on earned income?

"Against"

Citizens Count Issue Survey, 2026

Should New Hampshire lower business taxes?

"Mostly benefits large multinational corporations. New Hampshire has already lowered business taxes 4 to 8 times (depending how you count them with the BET and BPT) in the last 10 years while local taxes have increased for homeowners."

Citizens Count Issue Survey, 2026

Should the state do more to encourage municipalities to remove zoning barriers to housing development?
"Encourage not mandate. New Hampshire has an affordable housing shortage that needs to be met, but some proposed solutions have been one size fits all and have not taken into account local differences like towns that rely on private wells."

Citizens Count Issue Survey, 2026

Should New Hampshire do more to encourage the development of nuclear power, including small modular reactors (SMR), in the state?

"There needs to be a clear solution to the nuclear waste problem which doesn’t seem to be on the near horizon."

Citizens Count Issue Survey, 2026

Do you support legislation to expand the net energy metering system capacity cap from 1 MW to 5 MW for all residential and commercial customers in New Hampshire?

"I favor this if it is done in such a way as to maintain our electrical grid and is fair to rate payers. Increasing the net metering cap would help encourage solar energy production. The current cap hinders growing renewable energy production in our state."

Citizens Count Issue Survey, 2026

Should New Hampshire restore funding for the Office of the Child Advocate?

"For"

Citizens Count Issue Survey, 2026

Should New Hampshire guarantee the right to access abortion before 24 weeks?

"Women should be trusted to make their own reproductive healthcare decisions with their doctor and family. The state shouldn’t be making these private medical decisions for them."

Citizens Count Issue Survey, 2026

Should New Hampshire reinstate the interest and dividends tax?

"We have lost revenue for the state that ends up being made up in local property taxes. This tax affected a small population and is widely misunderstood as a tax on retirement accounts which it is not."

Citizens Count Issue Survey, 2026

Do you support New Hampshire’s current system of public school funding, with about two-thirds of total funding coming from local property taxes?

"A reform in the way we fund schools is needed. Pushing the majority of the funding on local property taxes is unsustainable. The state also needs to live up to its obligation to provide an adequate education for the children of our state."

Should New Hampshire legalize the recreational use of marijuana by allowing home-growing and private use without sales?

Citizens Count Issue Survey, 2026

Should New Hampshire require new voters to provide proof of U.S. citizenship, such as a birth certificate or passport, when registering to vote?

"Persons should be able to sign an affidavit under penalty of perjury if they don't have the required documents. The state should not impose arbitrary barriers that hinder a citizen's right to vote."

Citizens Count Issue Survey, 2026

Should New Hampshire allow at least 10% of students in each school district to enroll in a different public school, regardless of where they live?

Citizens Count Issue Survey, 2026

Should state law cap how much local school districts can increase their budget each year?

"This new state ballot measure is about taking away local control while being framed as a way to lower taxes. Parents and local taxpayers should have the say in their local elections."

Citizens Count Issue Survey, 2026

Should NH pass stricter gun control laws?

"I support the 2nd amendment right to bear arms for law abiding citizens. I also support gun safety legislation that protects victims of domestic violence, that keeps guns out of schools, and ensures that violent felons and people with significant mental health issues and threaten to harm themselves or others do not have ready access to firearms."

Citizens Count Issue Survey, 2018

Should New Hampshire ban abortion after 20 weeks gestation, with exceptions for cases of rape/incest and health complications?

"I support expanded Medicaid eligibility, using the traditional Medicaid system of managed care instead of private insurance."

Citizens Count Issue Survey, 2018

Should NH do more to enforce federal immigration laws?

"This is a federal responsibility. We pay taxes for and have BPA and ICE agents in our state who have this as their responsibility. Having local and state police responsible for such enforcement makes vulnerable populations reluctant to report crimes and emergencies."

Citizens Count Issue Survey, 2018

Should New Hampshire increase subsidies and tax credits for business investment?

"We need to look at the whole fiscal structure of our tax policy."

Citizens Count Issue Survey, 2018

Is police brutality an issue in NH?

"I am unaware that it is an issue in NH in my experience."

Citizens Count Issue Survey, 2018

Should New Hampshire continue to participate in the Regional Greenhouse Gas Initiative, which requires utilities to purchase allowances for every ton of carbon they emit?

"I support New Hampshire's participation in the Regional Greenhouse Gas Initiative."

Citizens Count Issue Survey, 2018

Should New Hampshire maintain the renewable portfolio standard, which requires public utilities in New Hampshire to obtain a certain percentage of electricity from renewable energy sources (25% by 2025)?

"The standard should be more be more aggressive, so New Hampshire can be a leader in energy policy for the sake of our economy and the environment."

Citizens Count Issue Survey, 2018

Should New Hampshire government do more to increase the supply of affordable housing?

"New Hampshire government should do more to increase the supply of affordable housing."

Citizens Count Issue Survey, 2018

Should NH continue to administer statewide standards-based student assessments?

Should New Hampshire allocate tax revenues for private and home schooling costs?

"I oppose allocating tax revenues for private and/or home schooling costs."

Citizens Count Issue Survey, 2018

Should NH impose strict residency requirements on registering to vote?

"They should not be imposed as a thinly veiled attempt to restrict the right to vote of certain citizens and create a barrier to that right. Students and seniors who have vacation houses out of state should be able to vote in the state they consider home and have a stake in our common future."
