Citizens Count Issue Survey, 2018

Should New Hampshire ban abortion after 20 weeks gestation, with exceptions for cases of rape/incest and health complications?

"Protection of life is a central tenet of our social contracts. Abortion should be permitted only under extenuating circumstances, and with the understanding that it is a regrettable exception to the protection of life. Please consider my responses to the New Hampshire Right to Life PAC survey found on my website."

Citizens Count Issue Survey, 2020

Should New Hampshire ban abortion after 24 weeks gestation, with exceptions for cases of rape/incest and health complications?

"Abortion should only be permitted when a mother's life is in jeopardy."

Citizens Count Issue Survey, 2018

Should NH pursue expanded commuter rail?

"I am undecided on this issue."

Citizens Count Issue Survey, 2018

Should NH limit terms for elected officials?

"I support term limits. I call it 'serve two, take two'. Elected and appointed officials may serve two terms and then take the equivalent of two terms off from that specific office. I support term limits for all appointed and elected officials, as well as all officials at the State and Municipal level."

Citizens Count Issue Survey, 2022

Do you support a constitutional amendment limiting terms for U.S. representatives and senators?
"Yes, but with a caveat; I think we should have a 'Serve Two-Take Two' limit on terms. This means that people would be able to serve up to two terms and then would have to take off an equivalent of two terms from that position, but they could seek other office. I believe this would balance retaining experienced and motivated leadership with bring new people into service."

Citizens Count Issue Survey, 2018

Should NH increase funding for heroin treatment programs?

"I am open to receiving information to help me formulate a clear opinion."

Citizens Count Issue Survey, 2022

Do you support a ban on federal funds for schools that teach “divisive concepts,” such as critical race theory?
"Education should be a State issue. I only hold that the Federal Government should require a study of the Magna Carta, the Mayflower Compact, the Declaration of Independence, the Articles of Confederation, the Federalist and Anti-Federalist Papers, the U.S. Constitution, and the State's Constitution. Aside from that if States want to legislate a 'curriculum of perspective' around those documents that is their prerogative. I think there are concepts that are inaccurate and not helpful, but to call concepts divisive and attempt to silence them is not in the spirit of our founding principles. Ultimately, healthy political competition between States will smooth things out."

Should the federal government combat inflation by requiring budget cuts to match any new federal spending?

"I feel the decision questions are simple: Does the decision give increased power and agency to the Individual natural persons? If not, don't do it! Does the decision secure popular sovereignty (i.e. democracy) by respecting the States as free and independent? If not, don't do it! Does the decision encourage relationships rather than rely on coercion? If not, don't do it! Does the action actually change something rather than just shuffle the deck chairs on the titanic? If not, don't do it! Does the action support the unity and tranquility of the United States? If not, don't do it! Does the action support the continued Independence of the United States? It not don't do it! Does the action respect the congenial and interdependent relationship between human beings and nature without demonizing natural human desires and interests? If not, don't do it! I will bring specific actions in alignment with the highest vision of our founding principles, namely Individual Rights, State Sovereignty, U.S. Unity and Independence, Individual Human Free Will and Relationships. No other candidate, Democrat, Republican, Libertarian, nor Independent will do this for you. [period]"

Citizens Count Issue Survey, 2020

Should New Hampshire add restrictions to the governor's powers during a state of emergency?

"I do not think the governor should have the ability to declare a state of emergency unless there are exigent circumstances, and only until such time that the legislature can convene. Once the governor declares a state of emergency the legislature should be required to convene as soon as possible according to the Speaker of the House and the Senate President, or upon the petition of 2/5ths of the general court membership, for the purposes of voting on whether or not to continue the state of emergency; the general court should be required to pass a concurrent resolution by a 9/13ths (i.e. 69%) super majority in order to sustain or cause a state of emergency."

Citizens Count Issue Survey, 2022

Should the federal government eliminate qualified immunity, which generally shields law enforcement officers from lawsuits?
"First, there is a difference between State and Federal Law Enforcement; and let's also recognize that police exist to enforce laws, NOT to protect you individually. The States should be able to extend to their Police Qualified Immunity. However, I do not think the Federal Government should extend Qualified Immunity to Federal Law Enforcement with regards to their actions involving Citizens."

Citizens Count Issue Survey, 2022

Do you support an expanded child tax credit that sends monthly payments to middle and low income families?
"See my other answers. The XVI Amendment should be repealed."

Citizens Count Issue Survey, 2020

Should New Hampshire extend the renewable portfolio standard past 2025, requiring public utilities to obtain more than 25% of electricity from renewable energy sources?

"Against"

Citizens Count Issue Survey, 2022

Should the federal government ban abortion after 24 weeks gestation, with exceptions for cases of rape/incest and serious health complications of the mother and/or child?
"The Federal Government should stay out of Abortion; let the States legislate on that issues if/as they see fit."

Citizens Count Issue Survey, 2022

Should the federal government pass a law guaranteeing the right to choose abortion before fetal viability (generally 24 weeks gestation)?

"The Federal Government should stay out of Abortion; let the States legislate on that issues if/as they see fit."

Citizens Count Issue Survey, 2022

Do you support increasing oil and natural gas leases on publicly owned land and water?
"Here is what I know: Just because the current administration has had a 'Come to Mother Earth' moment and has decided to stop the usage of fossil fuels in America does NOT mean that the entire oil producing world, including but not limited to the Middle East, is going to go back to figuratively 'herding goats and picking dates' and let their modernizing worlds return to the pre-industrial age. What it more likely means is that we are driving the middle east into forming an "Arab Federation" with their own banking and legal system which will then likely economically partner with China, Russia, and India. We should diversify our energy portfolio with alternatives such as Medium energy Plasma Reactors, but continue to support the fossil fuel industry domestically and internationally in a manner that reduces harmful pollution. In order to fully understand Climate issues we must begin to evaluate the Plasma/ Electrical Cosmological theories as opposed to the gravitational cosmological theories, because I think the Plasma/Electrical Cosmological theories (see monographs on the "Electric Universe") are more consistent with the data collected, and I think they may explain shifts in the Earth's climate (if in fact they are present) as being independent of human behavior OR being affected by human over digitalization and heavy reliance on electricity rather than the current widespread climate theory of human dependency on fossil fuels creating climate shifts."

Citizens Count Issue Survey, 2020

Should New Hampshire increase public access to reports of police misconduct?

"For"

Citizens Count Issue Survey, 2022

Should the federal government reauthorize the Keystone XL pipeline?
"This is a good way to diversify our energy portfolio, and to continue to support fossil fuels. However, I think States should retain the powers to legislate in a manner that reduces pollution."

Citizens Count Issue Survey, 2022

Should the federal government limit certain firearm purchases to residents over age twenty-one?

"The Federal Government should repeal all regulations on the 2nd Amendment and let the States secure the Right as they understand it. Political competition and policy pluralism, that is popular sovereignty (i.e democracy). We are sending billions of dollars to arm Ukrainians to 'Save Democracy', and yet our leaders tell us that we should disarm people at home...Do you see a contradiction? It appears to me that some leaders are SO 'Privileged' that they don't believe our democratic-republic will ever be threatened."

Citizens Count Issue Survey, 2022

Should the federal government lower the corporate tax rate?

"We need to repeal the 16th Amendment! The level of Taxation should match our level of representation. What I mean is this: In the U.S. Congress we are not represented individually, we are represented as Sovereign States (albeit everyone seems to have forgotten that), therefore the Federal Government should only be able to Tax States. In this way the States may protect their Citizens against an overreaching Federal Government. The Federal Government should NOT be permitted to tax individuals or businesses established within a State. Rather, the individual States can tax individuals and companies/ corporations. Additionally, keep in mind that one of the reasons Corporations have so much control over our country and our people is because the Federal Government feels directly dependent on them for the large tax pool they collect from Corporations; but notice that they have fairly little allegiance to you the individual human being."

Citizens Count Issue Survey, 2022

Do you support the option of mail-in ballots for all voters, not just absentees?
"The results of the 2020 election are concerning, they may be fraudulent, and a Federal audit of all Federal Elections should be performed immediately; and proper, peaceful, and lawful corrective action should follow. In particular fraud may have likely occurred with regards to mail in ballots. Two things we must keep strong are our currency and voting integrity, because this is how individuals express economic and political agency and free will. Therefore, questions of election integrity must be taken seriously. Election integrity should be a non-partisan issue since all sides have at one time or another been concerned about election integrity."

Citizens Count Issue Survey, 2020

Should NH legalize the recreational use of marijuana?

"If we are talking about a natural non-genetically engineered plant, then I see no problem with allowing the recreational use of a plant. However, I do have reservations about concentrated and synthetic cannabinoids."

Citizens Count Issue Survey, 2022

Should the government legalize marijuana at the federal level?

"Let's get back to talking about Marijuana after the Food and Drug Administration investigates the destruction of food processing plants throughout the country that are contributing to food shortages! Also, let's get back to Marijuana after we investigate why the FDA is participating in pushing an experiment genetic alteration cocktail (i.e. vaccine) on people (including our children and grandchildren and other vulnerable populations) against their will. Let's get down to why the FDA appears to be allowing our foods and drugs to be tainted with nano-technology, pesticides, and genetically modified organisms. IF we actually want to save the planet, to serve human beings, to promote health...then let's recognize that right now the question of Marijuana is a major red-herring!"

Citizens Count Issue Survey, 2018

Was New Hampshire right to continue expanded Medicaid eligibility, using the traditional Medicaid system of managed care instead of private insurance?

"I support expanded Medicaid eligibility, using the traditional Medicaid system of managed care instead of private insurance. For more information see my other related responses to similar questions at www.SivalingamForRepresentative .com"

Citizens Count Issue Survey, 2022

Should the federal government amend the Affordable Care Act/"Obamacare" by automatically enrolling every citizen in Medicare, replacing most private insurance?

"See my answer above: Repeal the XVI Amendment, shut down the FDA and the CDC, Stop the Covid-19 Fraud and the mass coerced Human experimentations (e.g. masking and vaccinations). Maybe in the long run people will regain confidence in the allopathic medical system, but right now they are just being held hostage by a system of over regulation and public health tyranny. Currently many people see the Hospitals as death camps, and the Medical system as criminal conspirators. Sad, but true! Remember you talk about not colonizing people? Yet, you colonize people with your allopathic pharmaceuticals. Remember you talk about protecting native, indigenous, and minority people and yet you have dismissed our cultural medicines, epistemologies, and cosmologies and forced an experimental vaccine on many of us! Remember how you wanted food to be labeled Non-GMO or not containing artificial hormones, and yet you have pushed an entire system of science based on this type of human manipulation of nature on the people? You say white men are the problem, and yet you have pushed an entire ideology and epistemology that largely originated with white men, i.e. allopathic science and public health, on the entire global population. You say every life matters, but here we are starving for food, energy, and medicine, and our children are being brainwashed toward destruction or compliance!"

Citizens Count Issue Survey, 2022

Should the federal government amend the Affordable Care Act/"Obamacare" by allowing citizens to opt into Medicare if they so choose?

"First, as I recall ObamaCare is tied into Federal Income Tax, and so with the XVI Amendment repealed, I do not believe it would be constitutional. Second, the Big Pharma-Hospital Medical establishment has been weaponized against the people during the Covid-19 Scenario; NO WAY should the Federal Government be involved with healthcare any longer. Let the States and/or NGOs (e.g. Churches and nonprofits, etc) provide assistance to those seeking medical care. Additionally, I would like to see some alternative natural hospitals in this country, similar to what we had in the early 1900's where people who really believe in natural medicine and intrinsic health can help like minded patients, but that should be handled by the States."

Citizens Count Issue Survey, 2022

Should the U.S. build a physical wall between Mexico and the U.S.?

"The portions of the wall which have already been paid for should be completed, but beyond that I do not support the continued building of the wall; it feels too 'Soviet Union' for my taste, particularly in light of the Rights that were stripped from us during the Covid-19 scenario. However, we require strong border security via well trained, well supported, and well appreciated human border security personnel; on All borders. Additionally, we should have an immigration policy that includes a requirement of State sponsorship for immigrants in which States can legislate for themselves what immigrants they will sponsor; and there should be a minimum requirement to be domiciled within the sponsoring State for 12 years."

Citizens Count Issue Survey, 2022

Should the U.S. government continue to provide military aid to Ukraine (without putting U.S. soldiers on the ground)?

"The situation with Ukraine appears to have be a manufactured crises, perhaps with the intention of driving us into deeper dependency on NATO and thereby baiting us to domestically adopt more of the NATO agenda and surrender more of our Sovereignty, which seems curiously similar to the agenda of the World Economic Forum. We are becoming poor, hungry, and stripped of individual rights and popular sovereignty while we simultaneously claim we are fighting for democracy...ironic."

Citizens Count Issue Survey, 2020

Should New Hampshire raise the minimum wage?

"Against"

Citizens Count Issue Survey, 2018

Should NH do more to enforce federal immigration laws?

"If there is adequate federal funding for State officials to assist in the enforcement of federal immigration laws, then yes, New Hampshire should consider increasing state enforcement of federal immigration laws."

Citizens Count Issue Survey, 2020

Should New Hampshire increase the size of solar panel installations that may participate in net energy metering?

"I need more information on this topic."

Citizens Count Issue Survey, 2022

Do you support a new wealth tax that would require households worth over $100 million to pay a 20% tax on their income and unrealized capital gains?
"As I mention in my other answer, households/ individuals/ companies should not be taxed at the Federal Level; only States should be taxed by the Federal Government. The States can then tax within their State as they deem fit and necessary."

Citizens Count Issue Survey, 2020

Should New Hampshire increase subsidies and tax credits for business investment?

Citizens Count Issue Survey, 2020

Should New Hampshire increase the base amount of per-pupil funding it provides to local school districts?

Citizens Count Issue Survey, 2018

Is police brutality an issue in NH?

"I do not think police brutality is a prevalent issue in New Hampshire. However, I do think all police officers should be elected by the community they will serve, and subject to removal by petition of a super majority of all registered voters in the municipality. Further, those police officers elected should among themselves elect their officers."

Citizens Count Issue Survey, 2020

Do you support Gov. Sununu's proposal to allow employers and employees to opt-in to a private, paid family and medical leave insurance plan, based on a pool of state employees, excluding coverage for personal illness?

"I need more information on this topic."

Citizens Count Issue Survey, 2022

Should the federal government combat inflation by raising taxes to reduce the budget deficit?

"I feel the decision questions are simple: Does the decision give increased power and agency to the Individual natural persons? If not, don't do it! Does the decision secure popular sovereignty (i.e. democracy) by respecting the States as free and independent? If not, don't do it! Does the decision encourage relationships rather than rely on coercion? If not, don't do it! Does the action actually change something rather than just shuffle the deck chairs on the titanic? Should New Hampshire continue to participate in the Regional Greenhouse Gas Initiative, which requires utilities to purchase allowances for every ton of carbon they emit?

"Against"

Citizens Count Issue Survey, 2018

Should New Hampshire maintain the renewable portfolio standard, which requires public utilities in New Hampshire to obtain a certain percentage of electricity from renewable energy sources (25% by 2025)?

"We need to do better than this even. We need renewable and sustainable State energy independence by 2030, made possible by a grid of municipal and county nodes of renewable and sustainable energy production and distribution."

Citizens Count Issue Survey, 2022

Should federal law require all voters to present a government-issued ID, such as a driver’s license?
"Under Article 4 Section 4 it is the duty of the Federal Government to guarantee a Republican form of Government for all the States; this includes guaranteeing that all voters are citizens. Requiring a Federal ID cannot amount to a poll tax, therefore an ID requirement would require the State or Federal government to sponsor the ID. An alternative to a federal ID, and preferred in my opinion, is to simply require that the States legislate a method of verifying that voters are in fact citizens and call it good."

Citizens Count Issue Survey, 2022

Should the federal government combat inflation by repealing or revising the Jones Act to allow more foreign involvement in shipping between U.S. ports?

"I feel the decision questions are simple: Does the decision give increased power and agency to the Individual natural persons? If not, don't do it! Does the decision secure popular sovereignty (i.e. democracy) by respecting the States as free and independent? If not, don't do it! Citizens Count Issue Survey, 2022

Should Congress revise Section 230, a federal law that shields social media companies from lawsuits over content that appears on their platforms?

"We will rescind the section 230 liability protections for those companies who saw fit to 'curate' (i.e. silence) us under the communication decency Act. Many, if not all, of these companies are partners of the World Economic Forum which has had a nefarious agenda with regards to the United States and our way of life as human beings. These social media companies have acted as a propaganda and information control agents for malevolent societal planners. Remember, the occupy movement? Remember, 'We Are The 99%'? Well, we are, but we have given a skeleton key to the 1% and they are wreaking havoc on our lives! Interesting to note that the same social media companies who censored information on alternative treatments for Covid-19 are partners with the World Economic Forum, and the Vaccine companies making the vaccines are partners in the very same World Economic Forum. BernieCrats, you have been bamboozled! Republicans, do you see how the Democratic Leadership pushes us to extremes, and the Republican Leadership comforts you and makes you feel good about it while simultaneously doing little to stop anything?"

Should New Hampshire create a road usage fee?

Citizens Count Issue Survey, 2020

Should New Hampshire provide student loan debt repayment programs for workers in industries with labor shortages?

"Against"

Citizens Count Issue Survey, 2022

Should the federal government forgive/cancel up to $10,000 of student loan debt per borrower?
"First, the Federal Government should get out of the business of educational lending. Second, we must acknowledge that over regulation-education-charging-lending system has not been responsible and was premised on an economy based on what was once considered 'normal'. Now people are being faced with the controlled destruction of their economy and their way of life; the current administration is hell bent on destroying an entire economy based on fossil fuels with little regard as to how it impacts every day people. I think it is reasonable to forgive and/ or cancel student loan debt. After all, we were able to bail out the banks in the recession; how about we bail out some individuals this time! With that said, I think the best way to do is to offer an 'entrepreneurial jubilee', in which people who start their own U.S. based business and remain profitable for 5 years, or alternatively work for a small business full time consistently for 10 years, have their loans forgiven. This should balance responsibility with 'mercy' and help to restart a thriving economy. An alternative approach could be to pass the management of the loans to the States and let them manage the loans of those within their States."

Citizens Count Issue Survey, 2022

Should the federal government combat inflation by supporting further Federal Reserve interest rate hikes?

Citizens Count Issue Survey, 2022

Should the federal government tax carbon emissions?

"Again, I believe many of the predominant climate and environmental theories are inappropriately based on a likely inaccurate Gravitational Cosmological Theory and should be reassessed through the lens of a Plasma-Electrical Cosmological Theory; We do not understand how much our Earth is impacted by cosmic Electricity and local spatial Electromagnetic fields, and once we do, we will likely have a different opinion to fossil fuels and carbon. Additionally, I believe the 'carbon emission tax' will further develop the evolving police-surveillance anti-human technocracy. Look now and see how bad inflation is, and how you can't even get peanut butter at the store...do you really think that is going to be helped by hamstringing our economy with carbon taxes? Also, do you really think that the 'evil people' who brought you fossil fuels and 'climate change' are going to be left holding the bag as the fossil fuel industry is destroyed? No! Any losses will be passed on to you and your children; and the power players have already long ago hedged their investments, directly or indirectly, by investing in their ostensible competition."

Citizens Count Issue Survey, 2022

Should the federal government continue to turn back migrants seeking asylum under Title 42, a public health law?
"My understanding is that implementation, or lack thereof, of Title 42 is the prerogative of the Executive branch. While the Executive branch has the Constitutional obligation to protect the United States against invasions, I am very suspicious of 'public health laws'. What I saw in the Covid-19 scenario was a complete assault on the American way of life driven by a highly propagandized agenda to strip individuals of their Rights, buy sovereignty from the States, and subject everyone to mass coerced human experimentation via the Covid Counter measures; including but not limited to the Covid-19 vaccines. In short, public health was used as a type of asymmetrical warfare to break us, and now a 'green' public health agenda is being pushed as the coup de grace."

Citizens Count Issue Survey, 2018

Should NH impose strict residency requirements on registering to vote?

"It is sufficient to have the voter sign an affidavit before the supervisors of the checklist, or the town clerk, or the moderator, stating that the individual is a resident and eligible to vote. In the affidavit there should be a description of what constitutes as a resident, and that an individual may only be registered to vote in one location."
