"Voting is the most fundamental right of citizenship. We should strive for fullest participation by eligible residents as possible. Strict requirements could be fulfilled by allowing 'motor-voter' automatic registration by DMV licensure. Full participation could be achieved by vote-by-mail (as absentee voting is now) since work and family obligations hinder many from exercising their basic right to vote. Same-day voter registration should remain a stopgap verifiable measure to allow anyone to exercise their fundamental right if no earlier steps were taken."
