Summary:
Prohibits deploying the New Hampshire National Guard to active duty combat without a congressional declaration of war.
The House amended the bill so that it would only take effect if 5 states, including New Hampshire, have enacted substantially similar legislation, or if Maine and Massachusetts enact similar legislation.
