Summary:
Changes the penalty for driving without a license to a violation. If the individual is convicted for second time in a 12-month period it would be a misdemeanor. At the time of this bill's submission, driving without a license is a violation if a driver's license has expired less than twelve months ago; driving without ever having a license is a misdemeanor.
