Summary:
Allows the Legislature to grant a posthumous exoneration and annulment for cases where, over time, the injustice of a law comes to light. The bill then grants a posthumous exoneration and annulment of the convictions of Willard Uphaus and Eunice "Goody" Cole. Uphaus, a minister, was imprisoned for refusing to hand over some private information in a state inquiry about "subversive activities." Cole was imprisoned for witchcraft.
