Eliminate filing fee for state representatives

Summary:
Increases the filing fee for candidates running for governor and US Senator from $100 to $10,000 and for US Representative from $50 to $5,000. This bill then removes the filing fee of $2 for state representatives. The bill also increases the number of signed primary petitions required for primary ballot candidates who do not pay the filing fees.
The House amended the bill to instead only remove the filing fee of $2 for state representatives.
