Revise many regulations and fees for financial institutions

According to a report from the House Commerce and Consumer Affairs Committee, "By request of the Banking Department, this bill is relative to certain laws applicable to state chartered banks, credit unions, trust companies, and other consumer credit entities subject to the authority of the Banking Department. It raises fees for certain banking, credit union, and financial institution registration and operational requirements. It eases restrictions for felons to receive mortgage loan originator licenses under appropriate situations."
