Revise requirement for collaboration agreement with physician assistants

Summary:
Eliminates the requirement for a collaboration agreement between physician assistants and physicians.
The Senate amended the bill so that a collaboration agreement is still required unless a physician assistant can get a waiver from the Board of Medicine. In order to qualify for a waiver, a physician assistant would need more than 8,000 postgraduate clinical practice hours.
The Senate amendment also establishes a committee to study physician assistant scope of practice.
