Summary:
Removes the statutory authority that allowed the Director of the Division of Motor Vehicles to authorize the manufacture or possession of fictitious driver's licenses. The House amended the bill to still allow fictitious driver's licenses for individuals who are U.S. citizens performing official duties under state or federal law.
