Revise hearing process for habitual motor vehicle law offenders

Summary:
Requires the Department of Safety to send notice of a hearing by first class mail when determining that any person is "an habitual offender." If a person fails to appear at the hearing on why he or she should be barred from driving a motor vehicle, he or she is deemed an habitual offender.
