Modify absentee ballot procedures to accommodate coronavirus

Allows someone to apply for an absentee ballot if they "may" be absent on election day, rather than "will" be absent, and makes related modifications to the absentee ballot request forms. The Senate amended the bill to specifically allow absentee voting due to "concern for the novel coronavirus (Covid-19) disease." The amended bill also revises absentee ballot forms to specifically mention coronavirus and allow voters to simultaneously request ballots for the primary and general elections. Lastly, the amended bill makes some changes to the absentee ballot process, for example to allow earlier processing.
