Limit governor's power to continue a state of emergency

Summary:

Revises the law governing a state of emergency. For example, this bill allows the Legislature to establish a state of emergency up to 90 days, while the governor is limited to 21 days. The governor could then renew the state of emergency up to 3 times, while the legislature may renew the state of emergency without limits.
