Require super-majority of legislature to approve state immunization requirement

Summary:

Requires the legislature to approve, with a two-thirds majority, any immunization requirement established by the Commissioner of Health and Human Services. This bill also repeals the requirement that the owner is responsible for the cost of quarantine for cargo and commodities.
