According to Sen. David Watters, writing on behalf of the Senate Energy and Natural Resources Committee, "HB 1293 repeals the exemption allowing any person who desires to submit plans and specification for a sewage or waste disposal system for the person’s own domicile to do so without a permit. The existing exemption creates an undue regulatory burden on the Department of Environmental Services. This provision is rarely used, but when it is used it creates problems for the Department."
