Ease penalties in marijuana decriminalization law

Summary:
Revises the law against marijuana possession, generally easing the penalties. For example, this bill makes it a violation to possess up to 1 ounce, not just 3/4 ounce, of marijuana. This bill also eliminates the misdemeanor penalty for people age eighteen to twenty-one possessing less than 3/4 ounce of marijuana.
