Extend period to penalize multiple DUIs

Specifies penalties for a third or subsequent offense for driving or operating under the influence of drugs or liquor which occur within a 20-year period.
According to Rep. Daryl Abbas, writing on behalf of the House Criminal Justice and Public Safety Committee, "Under the current law, to convict a person of a subsequent drunk driving charge, the prior conviction must have occurred within 10 years of the subsequent offense. This bill will extend the look-back period for third and fourth offenses to 20 years."
A conference committee of representatives and senators agreed to revise the look-back period from ten to fifteen years instead of twenty.
