Revise criteria for medical parole, other changes to adult parole board

Summary:

Revises the criteria necessary for determining if an inmate qualifies for medical parole. This bill also revises the membership of the adult parole board and renames the position of "executive assistant to the parole board" as the "parole board director of operations."
