HB 1370 (2024)
Repeal affidavit ballots, set up new process for voters without ID
This bill did not become law.
Requires the Secretary of State to prepare and provide, to each town and ward clerk, ballot preserving containers which are secure, durable, reusable, transportable, and stackable, including tamper-evident features.
The Senate rewrote the bill. The new bill repeals the option to register and vote with a conditional, affidavit ballot when a voter does not have all the necessary identifying documents with them at the polls. Instead, this bill sets up a system for the supervisor of the checklist to attempt to verify a person's identity through various state databases and agencies when a voter does not have ID. If they cannot verify the voter's identity, the voter may appeal to the superior court to have their ballot counted.
