Prohibit third-party litigation funding from "foreign entities of concern", limit foreign lobbyists

Establishes the "Third-Party Litigation Funding Transparency Act," prohibiting agreements with "foreign entities of concern," such as sanctioned countries. Litigation funding contracts allow a funder to cover an individual's legal costs in return for a portion of funds from any successful legal settlement.
The Senate amended the bill to also prohibit foreign principals from registering as lobbyists, and require certain disclosures for persons acting on behalf of foreign principals.
