Requires tow truck operators to provide certain access and documentation to the owner of a vehicle towed from private property. For example, that documentation includes a copy of the written authorization to tow and any photographic evidence of the alleged violation. this bill also places some limits on the fees parking facilities can charge for towed vehicles.
