Summary:
Provides a right for a jury trial in any criminal offense or for a violation where there is a fine of $20 or more. This bill also sets limits on fees for appeal, and requires the state to pay a defendant $5,000 or cover attorney's fees if the defendant is exonerated. Lastly, this bill allows a defendant to present any defense, "even if such defense is not explicitly recognized by law."
