Require Secretary of State to centrally store all ballots, indefinitely

Summary:
Requires that ballot boxes be sent to the Secretary of State's office by local police, county sheriff, or state troopers for storage within 48 hours of an election and the election materials to be stored in a secured location. This bill also repeals the law allowing the destruction of old ballots.
The House amended the bill to instead add some requirements for how clerks store marked ballots, for example to keep a log of ballot storage.
