Summary:
Makes several changes to the juvenile justice process intended to protect juveniles. First, this bill provides for earlier appointment of an attorney for minors in delinquency proceedings. This bill also limits when a juvenile's statements to law enforcement can be used in court, and generally requires a lawyer to be present for questioning and other proceedings. This bill also eliminates legal fees assessed against juveniles.
