Summary:
Prohibits condominiums and homeowners' associations from prohibiting or restricting the installation or operation of a solar photovoltaic energy system. The House amended the bill so that solar panels would only be allowed in areas entirely under the homeowner's control. This would exclude common areas such as shared roofs or common land.
