Tax incentives for low income housing construction

Summary:

Enables cities and town to offer community revitalization tax incentives for the construction of additional housing in a "housing opportunity zone," in which at least one third of the housing units constructed are for households with an income of 80% or less of the area median income. The House amended the bill to also revise the criteria for assistance from the Affordable Housing Fund, particularly to add a "very low income" category.
