Clarify municipal authority to regulate septic safety for ADUs

The House rewrote the bill. The new bill clarifies that municipalities retain authority to enforce local health ordinances related to septic safety and maintenance when regulating accessory dwelling units (ADUs).
The Senate amended the bill to also modify the fees for on-premises liquor licenses for barbershops and salons, with additional requirements and reporting. The amendment is similar to SB 669, a bill killed in the House.
