Allow more paths to appeal fire code decisions

According to a report from the House Executive Departments and Administration Committee, " This bill was introduced to address challenges faced by business owners who are subject to significant unexpected new costs to update buildings when fire codes change. ... As amended, the bill will provide greater pathways for appeals of decisions and facilitate greater code flexibility."
